The thing is... both have the NTSC at the top if ya noticed, so I dont know.... just seems odd to me.

I really don't have an issue with either cover. If you compare them, the first one looks like Halo 2's cover, while the second is like Halo:CE. Remember, the box art doesn't make the actual game better. Just look at Mega Man for the NES, worst art EVER! But an awesome game.
